The Bianco family, owners of Train World and Train Land, located in Long Island, are one of the largest toy train retailers in the US. Great family, I go back with them to the early 70s when they worked out of their garage. Nothing or no one is exempt from the law but I cannot imagine they had any direct involvement in this illegal dumping. Having said that, they definitely should be notified of what has occurred here in our Beach and I'm confident they will give you their fullest cooperation.

I don't think that sign is enough evidence against the train store. There is no area code. And besides, wouldn't someone advertising a store for rent be in the real estate business and not the hobby train business? They should check to see who has that phone number in surrounding area codes and see if anything is real estate related.
