The law was changed many years ago and thats why you do not see them on the streets like you did years ago. The fence is NOT around the property, as it is for the residence behind it. He's elderly however so what's missing from this story is the state of the driver now and how this happened. I’ve seen people recklessly drive and park facing in the direction of opposing traffic there in the past. I doubt this driver was in the process of doing the same but I wonder what happened.
