To the best of my limited knowledge the water pipes are below the frost line, this is my we get water in our homes all year round. On a FIRE hydrant the shaft is supposed to be empty and that is why the plunger or shutoff is way below ground. If it is used during the year and does not drain as designed then the water above the frost line will freeze preventing us from getting water in the winter. If the valve below ground is faulty then the hydrant will leak and during winter it will freeze. I hope this helps

God doesn't control the weather. The entire planet is an interactive and interdependent ecosystem. Local weather can be affected by thousands of factors. There is no god. Period.

I think you took it too literally, by saying "only God can make the hydrants work", the poster clearly meant "We have no control over the weather". You turned it into some odd philosophical statement. In fact you even assigned God a sex. I just thought it was weird,

I'm not sure what so harsh about the truth. If people insist on believing in fantasy that's up to them. But when they hold their hands up to the air and cry that god didn't save them it's hardly out of the scope of the conversation.

The FDNY and The City of New York is responsible for making sure all emergency services are in working order, 24/hours a day, 7 days a week, 52 weeks a year. That's the responsibility we trust them with.
Someone didn't do their job properly and as a result a family has lost their home, tons of valuables, countless memories and so much more. It's an appalling thing to read someone say "Only God can make the Hydrants work". It's just ridiculous.
